Increases the information technology steering committee from eleven to thirteen members, adding one member appointed by the superintendent of education and one by the president of the University of Hawaii.

Eliminates term limits for committee members and establishes four-year terms with automatic reappointment until a successor is appointed or the appointing authority chooses not to reappoint.

Adds a vice chair position to be selected by committee members, with the chief information officer serving as an ex officio member and chair.

Requires the chief information officer to present the annual report of the office of enterprise technology services to the information technology steering committee for public comment before submitting it to the governor and legislature no later than twenty days prior to the start of each regular legislative session.

Allows the committee to include representatives from executive branch departments, the legislature, and private individuals rather than requiring them.
