• Establishes a state drug and alcohol toxicology testing laboratory special fund to be administered by the Department of Health to support in-state testing for driving under the influence cases.

• Directs fines from convictions of repeat/habitual OVUII offenses and driving with suspended/revoked licenses (under sections 291E-61(b)(2)(C), 291E-61.5(c)(2)(C), and 291E-62(c)) to be deposited into the special fund instead of the general fund.

• Requires the Department of Health to submit reports to the legislature by July 30, 2022 and July 30, 2023 detailing expenditures from the special fund.

• Automatically repeals the special fund on June 30, 2026, with any remaining balances reverting to the general fund; related statutory amendments also expire on that date.
