Changes the standard for constitutional amendment language from "clear and neither misleading nor deceptive" to "simple, concise, and direct to the extent practicable" in Section 11-118.5, Hawaii Revised Statutes.

Requires the Attorney General, in consultation with the Legislative Reference Bureau, to prepare statements in English and Hawaiian for proposed constitutional amendments describing their purpose, limitations, and effects using simple, concise, and direct language.

Grants the Hawaii Supreme Court authority to issue written opinions on whether proposed constitutional amendments and their ratification questions meet the "simple, concise, and direct" standard upon written request by the President of the Senate or Speaker of the House.

Requires the Supreme Court to render written opinions within 48 hours of receiving a request and mandates detailed explanations for any opinions invalidating a constitutional ratification question.

Prohibits appeals of Supreme Court opinions issued under this authority and takes effect July 1, 3021.
