Redirects appeals of family court orders from the intermediate court of appeals directly to the Hawaii supreme court to expedite the appeals process

Applies to all family court orders, including those involving child custody, which shall be heard at the earliest practicable time

Eliminates the intermediate appellate step for cases under section 571-11(1), (2), or (6), requiring parties to file motions for reconsideration within 20 days before appealing to the supreme court

Addresses concerns that current appeal delays lasting up to eight years may violate due process rights and conflict with the family court's mission to provide fair, speedy, economical, and accessible resolution

Takes effect July 1, 2060
