• Expands the definition of "secondhand dealer" to include persons operating an automated recycling kiosk.

• Requires secondhand dealers operating automated recycling kiosks to retain handheld electronic cellular phone devices for 30 calendar days from receipt, with permission to store devices outside the county where received.

• Requires dealers operating automated recycling kiosks to return requested devices to law enforcement within 5 business days at no cost upon request during the 30-day retention period.

• Takes effect on January 1, 2022.
