Amends Hawaii Revised Statutes Section 26-31 to require deputy directors and deputy chairs of principal state departments to be nominated and appointed by and with the advice and consent of the senate.

Deputies may be appointed by the governor, the single executive of a principal department, or the chair of the board, commission, or other body overseeing the department.

Requires all principal departments that appoint a deputy director or deputy chair under this process to report to the legislature prior to the 2026 regular session on the effectiveness of the new senate advice and consent requirement.

Takes effect July 1, 2112 and repeals June 30, 2026; upon repeal, Section 26-31 reverts to its form prior to this Act.
