Requires compliance with the federal Military Selective Service Act to enroll in state-supported post-secondary educational institutions, including the University of Hawaii system.

Prohibits individuals not in compliance with the Military Selective Service Act from receiving state-provided loans, grants, scholarships, or other financial assistance for post-secondary education.

Bars non-compliant individuals from employment by the State or any of its political subdivisions, including all state and county offices, boards, commissions, departments, and agencies.

Provides exceptions for individuals under 18 years old, those 26 years or older who were compliant before age 26, active duty military personnel, non-citizens, Trust Territory residents, and those excused under federal law.

Takes effect July 1, 2021.
