Requires military personnel called to active duty in Hawaii to be paid without delay from the date of deployment at the same rate as active duty counterparts in the U.S. Armed Forces.

Entitles officers, warrant officers, and enlisted personnel of the Army, Air National Guard, Hawaii State Defense Force, and Navy to basic allowance for housing when ordered to active duty, subject to rules adopted by the governor.

Grants service credit for time served on active duty that counts toward public pension and retirement for military members who are also current state or county employees.

Allows direct deposit of military pay by electronic means to personal banking accounts for all military personnel on active duty.

Takes effect on July 1, 2021.
