Amends Section 302D-13, Hawaii Revised Statutes to modify charter school application procedures for nonprofit organizations.

Allows nonprofit organizations to establish an applicant governing board and develop charter applications for start-up or conversion charter schools.

Requires that the governing board operate separately from the nonprofit organization, with nonprofit members not constituting a majority of board members.

Permits nonprofit organizations to establish a governing board that serves as the nonprofit's board of directors for conversion charter schools only, subject to bylaws, conflict of interest policies, school management experience, and non-interference requirements.

Takes effect July 1, 2050.
