Transfers the administrative attachment of the Hawaii Correctional System Oversight Commission from the Department of the Attorney General to the Department of Human Services.

Amends Section 353L-1, Hawaii Revised Statutes, to establish the commission within the Department of Human Services instead of the Attorney General's office while maintaining its five-member composition appointed by the governor, senate president, house speaker, chief justice, and Office of Hawaiian Affairs board chair.

Transfers all rights, powers, functions, duties, appropriations, records, equipment, and property related to the commission from the Attorney General to the Department of Human Services.

Preserves all employee civil service status, salary, seniority, and benefits for personnel transferred as a result of this Act, with provisions for exempt employees to retain their exempt status.

Takes effect upon approval and maintains all existing rules, policies, and procedures adopted by the Attorney General, with references to that department amended to refer to the Department of Human Services.
