Prohibits wage garnishment to recover consumer debt, while maintaining garnishment rights for other debt types.

Defines "consumer debt" as obligations for money, property, insurance, or services intended primarily for personal, family, or household purposes, including unpaid rent in arrears.

Excludes from the consumer debt definition: unpaid taxes, spousal or child support (whether or not in arrears), and student loans in default.

Amends Hawaii Revised Statutes Section 652-1 to add an exemption for wage, salary, stipend, commission, annuity, or net income from trusts when garnishment is attempted to recover consumer debt.

Amends Hawaii Revised Statutes Section 653-2 to prohibit attachment of salary, stipend, or wages of beneficiaries for payment of consumer debt.
