Prohibits tethering or restraining dogs using trolleys, cables, or running lines designed to attach dogs to two stationary objects in configurations that endanger the dog or deprive it of necessary sustenance.

Prohibits tethering or restraining puppies under six months of age unless the dog is engaged in owner-supervised activity.

Prohibits tethering or restraining dogs with tow chains or log chains.

Prohibits tethering or restraining dogs with choke collars, pinch collars, or prong collars unless the dog is engaged in owner-supervised activity.

Increases the penalty for animal cruelty from a misdemeanor to a class C felony when the offense involves ten or more pet animals in a single instance.
