Assesses a climate change mitigation impact fee on all rental motor vehicle customers beginning July 1, 2022, with the fee amount to be determined by the Department of Land and Natural Resources.

Defines "rental motor vehicle" as gas-powered vehicles rented for six months or less, vans/minibuses/buses used for tourism and sightseeing, and mopeds; excludes vehicles used for work, school transportation, or disability services.

Directs fees collected from July 1, 2022 through June 30, 2024 to the general fund, then beginning July 1, 2024 to a new climate change mitigation special fund.

Establishes the climate change mitigation special fund to support climate change mitigation, environmental management and conservation, natural resource protection, environmental education, and sustainable tourism practices.

Takes effect July 1, 2050.
