Requires tour aircraft operators to maintain commercial general liability insurance coverage of at least $10,000,000 per accident covering bodily injury, death, and contractual liability.

Mandates that permit applicants provide written reports to the Department of Transportation detailing each tour operation, including takeoff/landing times, number of passengers, flight paths, and any deviations from intended flight plans.

Makes the detailed operation reports publicly available to the public upon permit renewal.

Renumbers existing permit requirements from subsections (8) and (9) to (10) and (11) to accommodate the two new requirements.

Takes effect January 1, 2050.
