Requires the Department of Land and Natural Resources (DLNR) to develop a plan to reduce military use of public lands and remediate lands damaged by military activities.

Directs DLNR to convene an advisory committee with experts and stakeholders in environmental conservation, land remediation, native Hawaiian rights, and military economic impact to provide recommendations on the plan.

Mandates an interim report to the legislature by December 31, 2022, detailing advisory committee membership, findings, recommendations, and completion timeline.

Requires DLNR to submit the final plan with any proposed legislation to the legislature no later than twenty days before the 2023 regular session convenes.

Addresses four 65-year military leases on public lands at Mākua, Kahuku, Poamoho, and Pōhakuloa set to expire in 2029, citing environmental damage and the state's trust duty to manage public lands.
