Department of Education must conduct a comprehensive cost analysis of food services and student meal programs by September 30, 2021, using a triple bottom line approach evaluating social, environmental, and financial costs and benefits.

Cost analysis shall identify strengths and weaknesses including costs to increase locally grown agricultural products, reduce imported food reliance, empower school administrators with greater purchasing authority, and implement new data and delivery systems.

Department must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2022 regular session convenes.

Department shall invite a cost analysis team representative to brief legislature members once the written report is finalized.

Act takes effect on July 1, 2050.
