Establishes new state and county contribution limits to the employer-union health benefits trust fund (EUTF) for employees hired after June 30, 2021, addressing the fund's $12.2 billion unfunded liability.

Applies reduced contribution rates based on years of service: 50% of base contribution for 10-14 years of service, 75% for 15-24 years, and 90% for 25+ years of service.

Excludes from the new contribution limits employees hired before July 1, 2021, who transfer employment after June 30, 2021, with at least 10 cumulative years of credited service, or those with 10+ years of service before a break in employment.

Defines "transfer" as leaving and returning to state or county employment within 90 calendar days, and "break in service" as leaving for more than 90 calendar days.

Takes effect July 1, 2021.
