Adds permanent disqualification from holding a commercial driver's license or commercial learner's permit for persons convicted of a felony involving severe forms of trafficking in persons while operating a commercial motor vehicle, with no possibility of reinstatement.

Implements the federal No Human Trafficking on Our Roads Act (P.L. 115-106) and amends Hawaii Revised Statutes Section 286-240 to align with Federal Motor Carrier Safety Administration regulations effective September 23, 2019.

Reorganizes subsections of Section 286-240 to consolidate lifetime disqualifications into subsection (c), which now includes two or more violations of listed offenses, drug-related felonies, and the new trafficking in persons provision.

Updates related sections in Sections 286-241, 286-249, and 291-17 to reference corrected subsection numbers following the restructuring of disqualification provisions.

Takes effect July 1, 2021.
