Amends Hawaii Revised Statutes Section 195D-21(b) to require habitat conservation plans to include an agreement with a stand-by and response facility for emergency medical and rehabilitation services to native wildlife affected by plan activities.

Renumbers existing subsections (G) and (H) to (H) and (I) respectively to accommodate the new wildlife emergency services requirement.

Requires plan participants to maintain annual service contracts with facilities capable of providing emergency medical care and rehabilitation for native wildlife impacted by conservation plan activities.

Takes effect on July 1, 2050.
