HB 461 Summary

• Expands coffee labeling requirements to include inner package or wrapping labels that reference Hawaii-grown coffee geographic origins.

• Requires coffee blend labels to disclose the geographic and regional origins of all coffees in descending order by percent weight, with each origin's percentage displayed.

• Prohibits use of the term "All Hawaiian" on roasted or instant coffee labels unless the product is produced entirely from green coffee beans grown and processed in Hawaii.

• Clarifies that geographic origins cannot be used in labeling or advertising without disclosing the percent of coffee by weight from that origin, and prohibits such use if the coffee contains less than ten percent from that geographic origin.

• Effective July 1, 2050.
