Changes the labor representative appointment to the Hawaii Labor Relations Board to be nominated by a simple majority of certified exclusive representatives rather than selected from a list of three nominees submitted by mutual agreement.

Requires the governor to transmit the labor representative nominee to the Senate for advice and consent within twenty days of receiving the nominee's name.

Allows the exclusive representatives who nominated the labor representative to submit the nominee's name directly to the Senate for confirmation if the governor fails to nominate them within twenty days.

Permits a simple majority of certified exclusive representatives to remove the labor representative from the board during their term by submitting a written removal request to the governor that specifies an effective removal date.

Removes the two-term limit restriction on Hawaii Labor Relations Board members and declares that board continuity and experience are in the public interest.
