H.B. 466 Summary

• Establishes paid family leave benefits of up to 8 weeks per benefit year for employees to care for newborns (within first year), adopted children, or family members with serious health conditions.

• Maintains existing temporary disability insurance benefits of up to 26 weeks per benefit year for employees with non-work-related sickness, accident, pregnancy, or organ donation.

• Creates a family leave data collection system in partnership with University of Hawaii Center on Aging to track family leave usage, demographics, and adequacy of benefits.

• Expands employer-based private insurance program currently used for temporary disability to cover both family leave and disability benefits through same contribution and payment mechanisms.

• Repeals Chapter 398 (Hawaii Revised Statutes) and amends Chapter 392 throughout to integrate family leave terminology and requirements with existing temporary disability insurance framework.
