Establishes a working group to review the transfer of non-agricultural park lands from the Department of Land and Natural Resources to the Department of Agriculture under Act 90, Session Laws of Hawaii 2003, and chapter 166E, Hawaii Revised Statutes.

Working group membership includes legislative leaders (Senate and House chairs and vice chairs of water and land committees) and administration officials from both departments, including the Board of Land and Natural Resources chairperson and Board of Agriculture chairperson.

Working group shall conduct meetings, briefings, and consultations with state pasture lessees, agriculture lessees, and others to identify challenges and potential remedies for completing the transfer process.

Requires the working group to submit a report with findings and any proposed legislation to the legislature by December 31, 2021.

Department of Land and Natural Resources and Department of Agriculture must provide necessary administrative support to the working group.
