Removes the sunset provision for Chapter 465D (behavior analysts regulation) that was scheduled to expire on June 30, 2021, making the regulation of behavior analysts permanent.

Cites a December 2020 auditor report finding that licensing behavior analysts is necessary to protect public health and safety, establishes minimum qualifications for practitioners, and does not unreasonably restrict entry into the profession.

Notes that since 2015, over 300 licensed behavior analysts and over 1,400 registered behavior technicians are currently operating in Hawaii, serving thousands of children and adults.

Amends Section 26H-4, Hawaii Revised Statutes, by removing Chapter 465D from the list of regulatory programs scheduled for repeal.

Becomes effective on June 29, 2021.
