Clarifies that a physician-patient relationship may be established via a telehealth interaction, provided the physician is licensed to practice medicine in Hawaii.

Removes the previous restriction prohibiting physicians from using telehealth to establish initial patient relationships without an in-person consultation or referral from another provider.

Permits patients and physicians licensed in Hawaii to use telehealth for any allowable purpose under law once a physician-patient relationship is established, including consultations with medical providers licensed in other states.

Takes effect on July 1, 2050.
