Authorizes medical cannabis dispensaries to distribute cannabis propagules and cuttings to qualifying patients and primary caregivers authorized to cultivate cannabis for medical use.

Defines "cutting" as a cannabis plant stem taken for rooting and growing into a new plant, and "propagule" as any part of a cannabis plant that can be used to grow a new plant.

Limits purchases to no more than 5 propagules or cuttings within 15 consecutive days, or no more than 10 within 30 consecutive days for qualifying patients and primary caregivers.

Requires all propagules and cuttings sold by dispensaries to undergo laboratory testing for residual pesticides and heavy metals and prohibits distribution if contaminants are detected.

Excludes propagules and cuttings from the existing cannabis purchase limits of 4 ounces per 15 days or 8 ounces per 30 days.
