Specifies that government agency maintenance or repair of disputed roads shall not establish or be construed as an assumption of ownership or jurisdiction over those roads.

Authorizes the State to transfer by quitclaim any interest it holds in a disputed road to a county upon the county's request or requirement for title.

Allows counties to enforce traffic laws and perform repair and maintenance on public streets, roads, or highways with disputed ownership between the State and county without creating a presumption of county ownership.

Preserves the public's unrestricted right to use disputed roads to access shorelines and public recreational areas, excluding private streets or roads.

Effective date: July 1, 2050.
