• Authorizes counties to adopt ordinances allowing one dwelling per quarter-acre in rural districts, reducing the minimum density requirement from one dwelling per half-acre.

• Requires that any new dwelling construction in rural districts be consistent with county general plans and community development plans.

• Amends Hawaii Revised Statutes Section 205-2(a)(2) to change the minimum density standard from one house per half-acre to one house per quarter-acre in rural district boundaries.

• Modifies Section 205-5(c) to allow the reduced minimum lot size and density while maintaining the half-acre minimum lot size requirement except as provided in Section 205-2.
