Requires the Department of Business, Economic Development, and Tourism to establish and collect royalty payments from filmmakers for filming scenic shots of iconic locations in Hawaii that are featured in media productions.

Exempts state and county productions from royalty payment requirements.

Directs the Department to adopt administrative rules defining "iconic locations" and "scenic shots" and establishing the basis for determining royalty payment amounts and durations.

Deposits all royalty payments received into the state general fund.

Takes effect July 1, 2050.
