Increases maximum fine for violations of Hawaii's Fireworks Control Law from $2,000 to $4,000 for violations of sections 132D-3 and 132D-4(b) involving illegal use of consumer fireworks, display fireworks, and pyrotechnic articles.

Increases minimum and maximum fines for violations involving aerial devices set off outside permitted hours from $500-$2,000 to $1,000-$4,000.

Allocates 80 percent of collected fines to counties for law enforcement purposes and 20 percent to the State, with intent to provide greater enforcement incentive for police departments.

Does not affect rights, duties, penalties, or proceedings that matured or began before the effective date.

Effective January 1, 2050.
