Requires the state auditor to conduct an audit of the Department of Education's school food services branch to determine the current baseline amount of local produce purchased and served to students in school cafeterias.

Auditor must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days prior to the convening of the regular session of 2022.

Requires the Board of Education to prioritize superintendent candidates with a minimum qualification of ten years of employment in a department of education, including at least five years as a principal or higher-level position.

Establishes a desired qualification for superintendent candidates: having a working understanding of Hawaii's tri-level systems of educational administration (State, complex area, and school levels).

Takes effect upon approval.
