Requires persons receiving state funds and financial assistance ("covered entities") to donate unnecessary but functioning electronic devices and televisions to nonprofit organizations annually beginning January 1, 2022.

Covered entities must identify excess electronic devices, remove all data before transfer, and donate devices to registered nonprofit "covered refurbishers" at no cost; covered refurbishers must repair and distribute devices to eligible recipients at no more than $50 per device.

Eligible recipients include charitable/nonprofit organizations, Hawaii residents determined to be in need, and government entities; recipients and refurbishers are prohibited from selling or leasing received devices.

Department of Accounting and General Services must maintain a website listing covered refurbishers, receive annual reports from both covered entities and refurbishers detailing transferred devices, and submit a report to the legislature annually beginning April 1, 2023.

Violations subject to penalties up to $1,000 for first offense and $2,000 for subsequent offenses; effective date is July 1, 2112.
