Prohibits any person from knowingly feeding or attempting to feed feral chickens on public or private property in Hawaii.

Defines "feral chicken" as any live chicken that is not in captivity and not owned by any individual or entity.

Establishes a $500 civil fine per feral chicken for each violation of the feeding prohibition.

Requires the Department of Health to enforce this prohibition regardless of whether a nuisance determination is made under existing law.

Authorizes county police departments to assist the Department of Health by issuing citations to violators.
