Amends Hawaii Revised Statutes Section 707-714(2) to increase penalties for reckless endangering in the second degree when committed under specific circumstances.

Applies enhanced penalties when a person knowingly boards a commercial flight into Hawaii after testing positive for an airborne pathogen or while believing they may be infected.

Requires that a state of emergency has been declared for the State or county of arrival due to the public health threat posed by the airborne pathogen for the enhanced penalties to apply.

Establishes a mandatory fine of not less than $500 and not more than $4,000 in addition to any other penalty for qualifying offenses.

Takes effect upon approval and does not affect rights, duties, or proceedings that existed before the effective date.
