Expands Hawaii's self-defense law to allow use of force to protect oneself, one's property, or another person against unlawful force, broadening current language limited to self-protection.

Permits use of deadly force to defend oneself, one's legally occupied dwelling or motor vehicle, or another person against those intending to use unlawful force or unlawfully enter an occupied dwelling or vehicle.

Eliminates duty to retreat when defending oneself in any place the actor has legal right to be (including place of business) and is not engaged in unlawful activity.

Removes prior restrictions on use of force that prevented resistance to unlawful arrests and resistance to property protection claims, replacing them with exception only for lawful law enforcement actions.

Provides immunity from criminal prosecution and civil action for actors using justified force under the bill's provisions unless the force is determined to be unlawful; effective July 1, 2050.
