Amends Hawaii Revised Statutes Section 707-702 to add a new manslaughter offense for recklessly operating a motor vehicle while intoxicated and causing another person's death.

Defines the new offense as operating a motor vehicle with .08 or more grams of alcohol per 210 liters of breath or .08 or more grams of alcohol per 100 milliliters or cubic centimeters of blood.

Establishes that intoxicated reckless driving resulting in death constitutes manslaughter rather than a lesser offense, reflecting the legislature's finding that this conduct demonstrates reckless behavior.

Exempts actions taken under chapter 327L (relating to medical assistance in dying) from application of this manslaughter provision.

Takes effect upon approval; does not apply retroactively to violations occurring before the effective date.
