Requires the Department of Health to issue a certificate of stillbirth upon request of parents named on a fetal death certificate, regardless of when the fetal death certificate was issued.

Defines "stillbirth" as the unintended intrauterine death of a fetus occurring after the clinical estimate of the twentieth week of gestation.

Allows the certificate of stillbirth to include the name given to the stillborn fetus upon parental request.

Appropriates an unspecified amount from general revenues for fiscal years 2021-2022 and 2022-2023 to the Department of Health for system modifications and personnel costs to implement the Act.

Takes effect on July 1, 2021.
