• Establishes a threat assessment team program within the Hawaii state fusion center to train, establish, and operate multidisciplinary teams across government agencies and educational institutions to identify and manage threats of violence.

• Authorizes threat assessment team members to obtain and share protected health information, educational records, and criminal history information from healthcare providers, schools, and the fusion center upon preliminary determination that an individual poses a threat.

• Requires the fusion center to vet threat assessment team members for suitability to receive sensitive information and restricts shared information to threat assessment purposes only, with no redisclosure permitted.

• Directs the Department of Education, state public charter school commission, and University of Hawaii to establish education threat assessment teams with multidisciplinary composition including mental health, security, and student support specialists.

• Effective date: July 1, 2050.
