Amends Act 263 (2019) to clarify the behavioral health working group's duties to include identifying gaps in services, coordinating funding sources, and establishing outcome measures for behavioral health, substance abuse, and homelessness.

Replaces Hawaii Opioid Initiative representative requirement with the governor's coordinator on homelessness as a working group member.

Adds three new working group members: administrator of the Office of Hawaiian Affairs, a University of Hawaii psychiatry representative affiliated with the American Society of Addiction Medicine, and restructures numbering of existing members.

Extends the working group's report deadline to twenty days before the 2022 legislative session and dissolves the group on June 30, 2023 (previously 2020 and 2021).

Takes effect on June 29, 2021.
