Removes FDA-approved cannabidiol drugs from Hawaii's Schedule V controlled substances list to align with federal law changes made by the DEA on August 28, 2020.

Applies specifically to Epidiolex and generic versions containing cannabidiol derived from cannabis with no more than 0.1% residual tetrahydrocannabinols.

Clarifies that the act does not change the legal status of cannabis, THC, or other cannabis constituents except for the narrow application to approved cannabidiol drugs.

Maintains that prescription drug controls under federal and state law continue to apply to Epidiolex and its generic equivalents.

Effective January 1, 2050.
