Transfers regulation and oversight of measurement standards from the department of agriculture to the department of commerce and consumer affairs

Amends section 486-1 of Hawaii Revised Statutes to redefine "director" as the director of the department of commerce and consumer affairs and change "department" to mean the department of commerce and consumer affairs instead of agriculture

Repeals definitions of "board" and "chairperson" related to the board of agriculture and substitutes "director" for "chairperson" in section 486-33 regarding injunction authority

Replaces all instances of the word "board" with "department" in 24 specified sections of chapter 486, Hawaii Revised Statutes

Transfers all rights, powers, functions, duties, appropriations, records, equipment, and property of the department of agriculture related to measurement standards to the department of commerce and consumer affairs, with transferred employees retaining their civil service status and benefits
