Requires state facilities over 10,000 square feet (excluding stadium development district facilities) to implement cost-effective energy efficiency measures by January 1, 2023 for those not updated since 2010, and by January 1, 2025 for all others, with simple payback periods not exceeding the contract performance period.

Directs the Hawaii Natural Energy Institute to collect monthly utility bill and energy usage data for all state-owned facilities and make this information publicly available.

Establishes a state goal to achieve at least 25 percent reduction in electricity consumption of state facilities using 2005 as the baseline year.

Allows agencies performing energy efficiency retrofitting to continue receiving budget appropriations for energy expenditures that account for maintenance, contracts, and debt service costs related to implementing energy efficiency measures.

Requires new state building construction designs beginning July 1, 2022 to maximize energy and water efficiency, maximize energy generation potential, and use building materials that reduce carbon footprint, where feasible and cost-effective.
