Requires retailers of household appliances to display conspicuous signage showing available energy efficiency rebates funded by the public utilities fee and Hawaii-specific energy operating costs based on 2020 statewide average residential electricity rates.

Applies only to household appliances that appear on showroom floors and fall within categories required to carry Federal Trade Commission EnergyGuide labels as of July 1, 2021.

Directs the public benefits fee administrator to create a signage template by January 1, 2022, with retailers required to display signage by July 1, 2022, and update the template every three years minimum.

Requires the Hawaii state energy office to publish signage requirements on its website and provide a draft notification letter to the administrator for distribution to retail establishments.

Takes effect July 1, 2050.
