Requires the state building code council to include at least one voting member with experience in building energy efficiency standards and at least one voting member with experience in sustainable building, design, construction, and operation.

Mandates that counties amend or adopt their building energy conservation codes based on the International Energy Conservation Code within a specified timeframe (left blank in bill) after Hawaii adopts its state building energy conservation code.

If a county fails to adopt the state building energy conservation code within the required timeframe, the state code automatically becomes applicable as an interim county building code.

Existing state building code council members may continue serving their current terms, with future vacancies filled to meet the new experience requirements.

Takes effect July 1, 2050.
