Establishes a joint legislative emergency response and recovery committee composed of three House members (designated by the Speaker with one as co-chair) and three Senate members (designated by the Senate President with one as co-chair), with minority representation required if a minority exists.

Grants committee members authority to question state officers about their departments' emergency response roles and to submit written inquiries requesting documents and information about federal allocations, intended uses, and outcomes of funding.

Requires state officers to respond to written inquiries within three business days of receipt unless an extension is granted.

Allows the committee to convene when the legislature is not in session if the governor has declared a state of emergency and Congress has approved federal relief funding exceeding $25,000,000 due to an emergency.

Permits the legislature to convene in special session to act on the committee's recommendations regarding federal funds and emergency response.
