Authorizes advanced practice registered nurses (APRNs) with prescriptive authority to perform medication or aspiration abortions during the first trimester of pregnancy.

APRNs must have a valid, unencumbered license, practice within their specialty, and perform aspiration abortions only in hospitals licensed by the Department of Health, federally operated hospitals, clinics, or their own offices.

Defines abortion as intentional termination of a nonviable fetus pregnancy and excludes termination of viable fetus pregnancies from this authorization.

Establishes penalties of up to $1,000 fine or five years imprisonment for knowingly violating the section authorizing APRN abortion care.

Protects healthcare workers and institutions by stating nothing in the law requires participation in abortions or creates liability for refusal to participate.
