Amends Hawaii Revised Statutes Section 571-46.3 to require courts make specific findings before awarding grandparent visitation rights: (1) Hawaii is the child's home state, (2) visitation is in the child's best interest, and (3) denial of visitation would cause significant harm to the child.

Establishes a rebuttable presumption that a parent's decision regarding grandparent visitation is in the child's best interest, which can be overcome by preponderance of evidence showing denial would cause significant harm.

Requires courts to provide due notice to all living parents and child custodians before conducting a hearing on grandparent visitation petitions.

Directs courts to apply all standards, considerations, and procedures used for parent visitation rights when awarding grandparent visitation.

Subjects grandparents who violate court-ordered visitation terms to sanctions as determined by the court in accordance with Section 571-81, and makes such orders enforceable by the court.
