Public Utilities Commission shall explore solutions through its docket process to address above-ground electrical infrastructure in high-risk areas on Maui, including undergrounding and non-wires alternatives.

Assessment must evaluate costs and potential rate impacts for Maui customers, risks from high winds, wildfires, natural events, and projected sea level rise affecting above-ground and underground lines.

Assessment must address risks posed by damaged above-ground lines, including potential for igniting wildfires and causing road closures that could block access to critical infrastructure like hospitals.

Public Utilities Commission shall submit findings, recommendations, and proposed legislation to the legislature no later than twenty days before the 2022 regular session, including feasibility plans and timelines for relocating lines underground if deemed viable.

High-risk areas are defined as those susceptible to frequent high winds and wildfires or designated as sea level rise exposure areas; act takes effect July 1, 2050.
