Amends the definition of "beer" in Hawaii Revised Statutes Section 244D-1 to require a minimum alcohol content of 0.5 percent by volume and expand ingredients to include grain of any kind, bran, glucose, sugar, or molasses in place of the previous requirement for barley, malt, and hops.

Adds alcoholic seltzer beverages to the definition of "beer" in Section 244D-1, while maintaining exclusions for sake and cooler beverages.

Makes corresponding amendments to Section 281-1 to establish the same 0.5 percent minimum alcohol by volume threshold and expanded ingredient list for the definition of "beer."

Takes effect on July 1, 2050.
