Increases Hawaii's minimum wage from $10.10 per hour (effective January 1, 2018) to $11.50 per hour beginning January 1, 2022, with annual increases through January 1, 2026 when it reaches $17.00 per hour.

Establishes a schedule of minimum wage increases: $13.00 (2023), $14.50 (2024), $16.00 (2025), and $17.00 (2026).

Beginning September 30, 2026, and annually thereafter, requires the Department of Labor and Industrial Relations to calculate an adjusted minimum wage rate using the Honolulu region Consumer Price Index, rounded to the nearest five cents.

Limits annual increases from CPI adjustments to a maximum of 10 percent and ensures the adjusted minimum wage rate does not decrease from the previous year.

Repeals the existing tip credit provisions that previously allowed reduced wages for tipped employees.

Takes effect July 1, 2021.
